BOARD OF SUPERVISORS

The Saratoga-Encampment-Rawlins Conservation District is governed by a board of five supervisors. Supervisors are locally elected officials who serve without pay. By state statute three are rural, one is urban and one is designated as at-large. They are elected to staggered four-year terms.

Supervisors attend monthly board meetings and are also involved in overseeing the activities of the District. The District Staff provide a written report to the Board each month and both the Board and District employees work closely to carry out programs and projects. Two associate members contribute to the guidance of the District and a high school student also participates in the monthly meetings.

Glen Leavengood—Resource Specialist

Glen is responsible for implementing on the ground conservation projects. These projects include water quality, field programs, range, tree, tire tanks and other working with producers. He is also involved in writing and securing grants, working with partner agencies and all natural resource issues within the District. Glen has been with the District since 1994.

Jean Runner—Office Manager & Education Coordinator

Jean is responsible for the daily operations including finances and implementation of projects. She coordinates the education program for schools and residents within the District. She was recognized for 5 years of service at the 2007 Area IV Meeting.

Arla Strasser—District Manager

Arla is responsible for providing environmental input to the oil and gas development occurring within the District. She reviews and participates in the development of resource management plans for partner agencies. She reviews NEPA documents, federal and state agency plans, and studies which impact natural resources. She also continues work on stewardship contracts and all land use issues for the District. Arla is also responsible for the District’s Land Use & Natural Resource Management Plan which is formulated every 5 years.
